Most of the time the villains look better because they are generally selfish and narcissistic, which leads them to follow their twisted, inhumane desires.
And sometimes the villains are massively ugly, which leaves them no other choice but keep on being a villain. People who save the day can't be ugly! It's a social paradigm of what everyone thinks the world should be like, deep down inside of course.
