I think when I watch the series and Ichigo does really like her but with all that is going on he doesnt have time to think about it and he is not very good at telling or noticeing. So I think Orihime is the best girl for Ichigo. I have nothing against Rukia but Orihime and Ichigo just seem to click. =]
