Oldenburg ist eine kreisfreie Stadt in Niedersachsen. Nach der Hauptsatzung der Stadt lautet ihr Name Oldenburg (Oldb). Das Statistische Bundesamt führt sie unter dem Namen Oldenburg (Oldenburg).

Die Universitätsstadt und ehemalige Residenzstadt (bzw. Hauptstadt) der Grafschaft, des Herzogtums, des Großherzogtums, des Freistaates und des Landes Oldenburg (daher auch der Zusatz (Oldb) im Namen der Stadt) ist mit knapp 160.000 Einwohnern, nach Hannover, Braunschweig und Osnabrück die viertgrößte Stadt sowie eines der Oberzentren des Landes Niedersachsen. Oldenburg war bis zum 31. Dezember 2004 Sitz des Regierungsbezirks Weser-Ems, der zu diesem Zeitpunkt, wie auch alle anderen Regierungsbezirke in Niedersachsen, aufgelöst wurde. Seitdem ist Oldenburg Sitz einer Regierungsvertretung des Landes Niedersachsen.

Die nächsten größeren Städte sind Bremen, etwa 45 km östlich, Wilhelmshaven, ca. 50 km nördlich, Osnabrück, ca. 100 km südlich, Hamburg, um 175 km nordöstlich, und Groningen, ca. 110 km westlich Oldenburgs. Die Einwohnerzahl der Stadt überschritt 1945 die Grenze von 100.000, wodurch sie zur Großstadt wurde.

Oldenburg gehört seit April 2005 zur europäischen Metropolregion Bremen/Oldenburg, eine von insgesamt elf europäischen Metropolregionen in Deutschland.

Am 28. Februar 2008 verlieh der Stifterverband für die Deutsche Wissenschaft Oldenburg den Titel „Stadt der Wissenschaft“ des Jahres 2009.

Oldenburg is a circle-free city in Lower Saxony. After the main statute of the city its name Oldenburg (Oldb) reads. The Federal Statistical Office leads it under the name Oldenburg (Oldenburg). The university town and former Residenzstadt (and/or capital) of the county, the duchy, the Grand Duchy, the Free State and the country Oldenburg (from there it also the additive (Oldb) in the name of the city) is with scarcely 160,000 inhabitants, to Hanover, Braunschweig and Osnabruck the fourth largest city as well as one of the upper centers of the country Lower Saxony. Oldenburg was by 31 December 2004 seat of the governmental district Weser Ems, which at this time, like also all other governmental districts in Lower Saxony, one dissolved. Since then Oldenburg is seat of a government agency of the country Lower Saxony. The next larger cities are Bremen, about 45 km east, Wilhelmshaven, approx. 50 km north, Osnabrück, approx. 100 km south, Hamburg, around 175 km northeast, and Groningen, approx. 110 km west Oldenburg. The number of inhabitants of the city exceeded 1945 the border of 100.000, whereby it became the large city. Oldenburg belongs  to the European  Metropolregion Bremen/Oldenburg, one of altogether eleven European Metropolregionen in Germany. On 28 February 2008 the founder federation for the German science Oldenburg lent the title „to city of the science “of the yearly 2009.
