There's something about boobs that fascinates men and women alike, so it's no wonder that so many people think boobs are the best body part, the best soft thing, the best eye candy, etc! It hardly matters whether they are big or small, a nice pair of female breasts will attract attention in almost any situation. It could have it's roots in early childhood, or maybe we have just evolved to regard boobs as one of the best and most pleasant things in life. They're warm, soft, luscious and ultimately feminine - what's not to like about a great set of tits?
Snow is so important to eskimos that they have 17 different words for it. If you judge by that criterion you'll have to agree that boobs are clearly very important in our culture. I think boobs are overrated. Men like them but just bigger and that would imply fake most of the time. Girls see that and they go to get bigger breasts, perpetuating the lie. On a long enough timeline all boobs would be fake.
